Nordic - Baltic Hydrogen Corridor
The goal of the project “Nordic-Baltic Hydrogen Corridor” is to develop hydrogen infrastructure corridor from Finland through Estonia, Latvia, Lithuania and Poland to Germany.
The Nordic-Baltic Hydrogen Corridor project supports the diversification of energy supply and the accelerated introduction of renewable energy.
The project strongly supports the EU’s hydrogen strategy and the REPowerEU plan. In addition, the hydrogen corridor of the Nordic and Baltic Sea region supports several regional and EU climate goals.
The parties to the project are gas transmission system operators (TSOs): Gasgrid, (Finland), Elering (Estonia), Conexus Baltic Grid (Latvia), Amber Grid (Lithuania), Gaz System (Poland) and ONTRAS (Germany).

The development and construction of the Nordic- Baltic Hydrogen Corridor will be a key enabler for:
- Connecting competitive green and low carbon hydrogen supply produced in the Baltic Sea region with supply consumption points and industrial clusters along the Corridor and in Central Europe.
- Promoting cooperation and integration among EU countries by development of cross-border hydrogen infrastructure and thereby strengthening common energy markets and improving energy supply security across the region.
- Providing Europe with domestic, competitive green H2 supply and ensuring build-out of renewables where it is the most economical and thereby contributing to European targets of providing affordable energy to its citizens.
- Improving energy security and diversification of energy supply instead of importing fossil energy to Europe its replaced by domestically produced green and low-carbon energy what makes the EU less vulnerable to geopolitical tensions and energy price fluctuations.
- Enhancing market integration and creation of integrated H2 markets around the Baltic Sea to ensure the development of H2 value chains.
- Fostering innovation and business opportunities in hydrogen value chains related technologies, services and solutions and thereby accelerating the European wide sustainable growth and development and improving Europe’s position in the global competition

An environmental impact assessment procedure has been initiated for the North-Baltic Hydrogen Corridor project in accordance with the Law “On Environmental Impact Assessment”.
On April 2, 2026, AS "Conexus Baltic Grid" submitted a notice of proposed activity to the State Environmental Service (SES). On April 17, 2026, the SES adopted Decision No. 11.17/AP/3695/2026 on the application of the environmental impact assessment (EIA) procedure to the proposed activity - the construction of the Nordic-Baltic Hydrogen Corridor on Latvian territory.
Since the planned activity may affect cross-border nature, in accordance with the legislation, information about the planned activity was translated into English and sent to the Lithuanian and Estonian competent authority.
The initial public consultations will take place from July 28 to September 1, 2026.
