Conexus holds public consultation on Inčukalns UGS terms of use, storage capacity auction, injection capacity priority auction and auction regarding the storage of active natural gas volume and provision of availability in the storage.

The Conexus Baltic Grid, the joint natural gas transmission and storage system operator, is conducting a public consultation on the developed drafts of Inčukalns underground gas storage terms of use, storage capacity auctions, including injection capacity priority product auction, in response to interest in the storage service request. At the same time have been developed regulation draft of auction regarding the storage of active natural gas volume and provision of availability in the storage for 2020-2021 period, which are in line with the paragraph 12.1 Rules No. 312 of Cabinet of Ministers of 19 April 2011 "Procedure for Supplying and Selling Fuel to Energy Users in the Period of Declared Energy Crisis and in the Case of National Threat.

Through this public consultation, JSC Conexus Baltic Grid seeks the views of interested parties and market participants on prepared drafts of the Inčukalns underground gas storage terms of use and conditions of the auctions. At the conclusion of the public consultation, JSC “Conexus Baltic Grid” will evaluate the submitted proposals and comments, clarify the rules and auction rules and submit it to the Public Utilities Commission.

Please note that suggestions and comments received during the public consultation will be published. If the applicant wishes to make his point of view anonymous, please indicate this in the questionnaire. The most important planned changes in Inčukalns Underground Gas Storage Regulations are:

  1. Storage capacity products are compiled in a separate document to illustrate the procedure for using storage capacity products and to indicate differences in the use of storage products.
  2. New storage capacity products (inventory transfer product and injection capacity priority product as a tool for congestion management) have been introduced and the two-year bundled capacity product reservation and allocation procedure has been changed.
  3. The principle of congestion management has been changed from proportional to first come first serve to ensure the stability of the planned flows.
  4. Specified conditions and limits for the corrections of allocations at the Inčukalns UGS.
  5. Introduced conditions and restrictions for nominations and transfer of inventory between user products.
  6. The procedure for determining and forecasting the quantity of total natural gas to be stored in the storage cycle has been changed and the principles for setting the start and end dates of the injection / withdrawal season have been clarified.
