JSC Conexus Baltic Grid announces public consultation on the developed report about interim measures in accordance with Commission Regulation (EU) No. 312/2014 of 26 March 2014, establishing a Network Code on Gas Balancing of Transmission Networks.
JSC Conexus Baltic Grid applied the following interim measures: implementing of an alternative to a balancing platform (in accordance with Article 48 of the Regulation) and imposition of an imbalance charge (in accordance with Article 49 of the Regulation), including the conditions for the implementation of these measures in the Rules of Use of the Natural Gas Transmission System.
The report contain information of the reasons for the application of the interim measures, an explanation why they are needed due to the state of development of the short term wholesale gas market, an assessment of how they will increase the liquidity of the short term wholesale gas market. The report contain also information about: the number of transactions concluded at the virtual trading point and the number of transactions in general; the bid/offer spreads and the volumes of bids and offers; the number of participants, having access to the short term wholesale gas market, having been active on the short term wholesale gas market during a given period of time. Report contain as well information about steps that will be taken to remove the interim measures, including the criteria for making these steps and an assessment of the related timing
