New regulatory period natural gas transmission service tariffs approved

The Public Utilities Commission (PUC) has approved the transmission service tariffs of Conexus Baltic Grid AS, the unified natural gas transmission and storage system operator, for the regulatory period from 1 October 2026 to 30 September 2031. Until 30 September 2027, transmission charges will continue to be calculated based on the volume of natural gas transported, while from 1 October 2027 they will be based on reserved transmission capacity.

The current regulatory period ends on 30 September 2026. The PUC evaluated the tariff proposal submitted by AS Conexus Baltic Grid and approved the transmission system service tariffs for the new regulatory period.

From 1 October 2026 to 30 September 2027, the charge for the use of the exit point for the supply of Latvian consumers will be EUR 0.003432/kWh, excluding value added tax (VAT), representing an increase of 7.1% compared to the previous regulatory period.

From 1 October 2027, the transmission system service charge will depend on the hourly natural gas flow capacity reserved for transmission. Capacity in the transmission system is reserved by natural gas suppliers and other market participants that have concluded a transmission system use agreement with AS Conexus Baltic Grid.

For annual capacity reservations, the tariff will be EUR 0.003780/kWh/hour, excluding VAT. Capacity may also be reserved on a quarterly, monthly, daily, or within-day basis. Charging based on reserved capacity is in line with the recommendations of the European Union Agency for the Cooperation of Energy Regulators (ACER).

The transition to a capacity-based tariff has been scheduled one year in advance to provide market participants with sufficient time to adapt to the new arrangements.

The tariff application framework for biomethane injection will remain unchanged.
