Enhancement of Latvia - Lithuania interconnection capacity (part of Latvia)

Project of Common EU Interest No. 8.2.1

Brief description of the project:

The aim of the project is to increase the interconnection capacity between Latvia and Lithuania and the initial project in the part of Latvia includes the construction of a new pipe (stage 1: Rīga-Iecava, 50 km) and (stage 2: Iecava-border of Lithuania - 43 km). However, other solutions are also possible, e.g. increase of pressure in the existing pipeline or construction of a new pipeline connecting Klaipeda and Liepaja. The project depends also on other projects. Concurrently with the increasing LV and LT interconnection (PL-LT interconnection, SDG terminal in Klaipeda), it is important to increase the capacity between the both countries. But due to the fact that the consumption of natural gas reduces in the Baltic States, it is important to understand which solution should be chosen to increase the interconnection capacity. Now, the interconnection capacity is limited by Kiemenai gas measurement station in Lithuania whose daily maximum capacity is ca. 65 MWh.

To specify the required Latvia-Lithuania interconnection capacity increase, it’s necessary to perform the market and technical research. Currently, JSC “Conexus Baltic Grid” and Lithuanian transmission system operator AB “Amber Grid” prepare to submit an application to the European Commission to receive funding from European Infrastructure interconnection fund to perform such research.

The research will consist of the following main elements:

  • Identification of the requirements of regional gas market;
  • Research of different alternatives, including the location of pipeline;
  • Calculation of the required capital investments;
  • Analysis of cost benefits and preparation of other documents in accordance with the methods elaborated by ENTSOG.

The total costs of the research shall be EUR 350 000, 50% of which are planned to be covered from the European Infrastructure Fund resources and it is planned to cover the remaining sum from JSC “Conexus Baltic Grid” and AB “Amber Grid” resources in equal parts (JSC “Conexus Baltic Grid” payment part is EUR 87.5 thous.).

It’s planned to commence the project on 30 November 2017 and complete on 30 June 2018 by inviting a consultant who is selected in a procurement procedure.
