PSRC adopts amendments to promote efficient application of natural gas transmission system capacities

The Council of Public Service Regulation Commission (PSRC) has adopted amendments in Natural Gas Transportation System Usage Rules that are elaborated on the base of suggestion of JSC "Conexus Baltic Grid", considering the experience of the natural gas transmission system operator obtained in the open natural gas market circumstances.

Amendments anticipate specifying the short-term capacity product booking terms referred to in the Rules. 

The amendments anticipate also to state more clearly the regulation as to the imbalance charge, namely, how the imbalance charge is calculated if the amount of natural gas imbalance is positive in one case, but negative – on the second. The amendments anticipate also defining the duties of the system users and natural gas transportation system operator in the case of the payment for the amount of imbalance.

The Regulator, after assessing the submitted suggestion, make several specifications and started a public consultation with market participants on 28 July 2017 before approval of the amendments. PSRC received to opinions with several suggestions and comments about the mentioned amendments. Four of these suggestions were taken into account, but two – weren’t.

The mentioned amendments become effective on 8 September 2017.
